Tasks

As Research Director I am responsible for the research at the Finnish Environmental Institute (SYKE). I will enable the possibilities for relevant and high quality research, which will provide new knowledge and new perspectives on the pressing sustainability challenges modern societies are faced with.

Special tasks

  • Chair of the Scientific Committee of the European Environment Agency (2016-2018)
  • Chair of the Finnish Strategic Research Council (2014-2018)
  • Participant in the Board of the Academy of Finland (2014-2018), as the Chair of the Finnish Strategic Research Council I have a right to participate and speak at the metings of the Board of the Academy
  • Member of the Board of the Finnish Marine Research Infrastructure: FINMARI (2014-2019)
  • Chair of the advisory board of the Helsinki University Centre for Environment: HENVI
  • Member of the Scientific Advisory Board for environmental economics at the National Institute of Economic Research in Sweden (2015-2017)

Family

I am married to Anna-Karin and we have two kids, Valter (born 1996) and Theo (born 1999).

Education

I became Doctor of Administrative Sciences in 2006. I received my doctoral degree from the Faculty of Economics and Administration at the University of Tampere. The tile of my doctoral thesis in environmental policy is"Environmental Policy Evaluation: Concepts and Practice".

I received a master's degree in economics in 1989 from the University of Helsinki.

My own research

Some years ago the focus of my research shifted to energy and climate policy issues. In particular to issues related to stability and change in energy systems and the role of innovation and climate policies for these processes. Since the end of the 1990s much of my work has focused on the theory and practice of environmental policy evaluation and the role of policy evaluation in reflexive governance.

Based on my research I have published several monographs and numerous articles in academic journals. With Matt Binbaum I edited the issue "Environmental Program and Policy Evaluation: Addressing Methodological Challenges" of the journal New Directions for Evaluation that is published in 2009. With Mikael Hildén, Jyri Seppälä and Matti Melanen I edited the special issue “Promoting Transformation towards Sustainable Consumption and Production in a Resource and Energy Intensive Economy – the Case of Finland” which was published in the Journal of Cleaner Production in 2011.

Other activities

During 2011 I worked as acting Professor (Environmental Policy) at the Tampere University School of Management.

Between 2003 and 2005, I was the president of the Finnish Evaluation Society (FES).

Besides my work at the Finnish Environment Institute (SYKE) I also occasionally give lectures at different universities in Finland. I have been the opponent and pre-examiner of PhD thesis in Finland as well as in Sweden. I also frequently review papers and research proposals for research councils.
