Protection of the Baltic Sea: Benefits, Costs and Policy Instruments (PROBAPS)

The project is based on pre-studies, carried out in Finland and Sweden, considering economic marine information, and assessing the feasibility of performing a cost-benefit analysis on the protection of the Baltic Sea.

PROBABS is divided into five main subprojects, namely: a modelling framework; benefits; costs; scenario analyses; and management, coordination and dissemination of the results.

The research project is realized as an international collaboration within the frame of BalticSTERN, “Baltic Systems Tools for Ecological-economic evaluation: a Research Network”, coordinated among environmental economists from Sweden (Enveco) and Denmark (NERI).

The main focus of PROBABS is in developing a model capable of performing a cost-benefit analysis on combating eutrophication in the Baltic Sea. Moreover, risks related to maritime transportation (oil spills), and alien species invasions are studied. Alternative policy scenarios to improve the state of the Baltic Sea are evaluated in comparison with the case of business-as-usual.

In Finland, the research is carried out by MTT Economic Research (economic modelling, costs and benefits regarding Finland, international coordination of scenario analyses), SYKE (ecological modelling, indicators, alien species studies) and the University of Helsinki/FEM (Bayesian risk analysis on maritime transportation in particular).

The main responsibilities for SYKE have been as follows: 3D marine modeling, integration of ecological models, development of an eutrophication indicator, description of eutrophication levels and other expert evaluation work, eutrophication classification, defining the ecological aspects of the valuation study, and research related to proactive control and aftercare of alien species invasions.   

PROBAPS is funded by the Finnish Advisory Board for Sectoral Research during 2009-2012.

The results of PROBAPS will be public in the late fall of 2012.
