Scenario calculations of buildings for energy and climate strategy (RakSkenE)

Basic project information

About 80% of the greenhouse gas emissions that cause warming climate are from energy production and consumption (including transportation). This means that energy and climate policies are a compact unity. The preparation of the new energy and climate strategy has begun in Finland, and the work includes preparation of scenarios as well. Each ministry is responsible for the assessments of their own sector. The Ministry of the Environment is responsible for the buildings, among others. In addition to the climate strategy, the scenarios are needed for climate policy planning (KAISU), among other purposes. In this project, the base line scenario was developed for the energy consumption of the building stock. With the base line scenario, the impacts on future development of resolutions already done and implemented are assessed.

The aims of the work were the following:

  1. Calculate and develop base line scenario of the annual energy consumption by building type for the time frame 2015-2050

  2. Document the principles and the form of results in the base line scenario, and produce a guidance for producing the base line scenario in simple language so that the future analyses are comparable

  3. Assess the impacts of a lower economical growth on construction and energy consumption of buildings

  4. Assess the fine particle emissions and their impacts on population exposure due to increase in residential wood combustion
