Project Description

Inspections under the new environmental legislation harmonised with the EU environmental acquis will require new knowledge and skills. To overcome this gap the MEPPPC started implementation of the Enhanced Environmental Inspection for Enforcement of the New Environmental Legislation. Training of environmental inspectors was one of key activities of this project. Inspectors were trained through the two programmes: (i) Training of Trainers (ToT) programme that is aimed at establishing a system of continued education and professional development after the end of the project and (ii) training of environmental inspectors in application of laws and new technical skills.

The main tasks were:

  • Preparation of a proposal for the enhancement of the environmental structure to the needs of enforcement of new environmental legislation;
  • Development of a system for continuous education of environmental inspectors which will be applicable for performing continuous education of inspectors after the end of the project (train the trainers principle);
  • Training of inspectors and education of other related participants on their responsibility regarding environmental protection;
  • Establishment of and support to a pilot team;
  • Enhancement of the reporting system in order to improve informing the public.

Environmental inspectors were trained through the Training of Trainers programme that was comprised of five modules and two study tours. One of the study tours was organized to Finland. The programme of the study tour was designed specially to develop the ToT candidates’ inspection knowledge and skills in line with best EU inspection practice.

Services provided by SYKE

  • Planning and conducting a one-week study tour in Finland. The programme of the study tour was designed specially to develop the ToT candidates’ inspection knowledge and skills in line with best EU inspection practice. The tour included visits to permitting and inspection authorities and key industries that need permits; The subjects of the study tour were e.g.: permitting procedures in Finland, communication between permitting authorities and industrial plants, public participation, IPPC, Seveso and REACH;
  • Provision of marine protection expert in the training of inspectors in Croatia;
  • Back-stopping support for the IT development component (provision of background data on environmental information systems in Finland).
