Capacity Building on Application of Best Available Techniques (BAT) in IPPC Permits, Lithuania

Project Description

The overall objective of this project was to provide assistance to eight Regional Environmental Protection Departments (REPDs) in Lithuania and to the Lithuanian Environmental Protection Agency's (EPA's) Basin Management and Pollution Prevention Department in the implementation of the IPPC Directive especially on BAT on Lithuanian food, drink and milk industry. The purpose of this project was to:

  • Prepare the explanatory notes concerning the application of EU BREF document for Lithuanian food, drink and milk industry;
  • Prepare a draft IPPC application and draft IPPC permit (template) for selected Lithuanian enterprises. The templates will be used as reference in the further work with companies;
  • Organize experience exchange between Finnish and Lithuanian experts from the Basin Management and Pollution Prevention Department of EPA, Ministry of Environment, REPDs, State Environmental Protection Inspectorate, municipalities, as well as for representatives from the food, drink and milk  industry;
  • Disseminate information on project results (introduction of templates, annotations, explanatory notes, findings from training program and drafting permits) to the staff of MoE, REPDs, State Environmental Protection Inspectorate and EPA as well as for the representatives of industry.
