ARCTIC OIL RECOVERY EXERCISE ”MOSPA 2018”

EXERCISE SCENARIO

Monday 5th of March 2018 motor tanker Finter collided on the Oulu fairway due to the heavy wind and ice conditions. The collision took place at Kutumatala 1.3.2018 0530 LT

As result of the collision, a heavy fuel oil leak (2000-3000m3), occurs from a tank of the Finter. The oil forms a slick among the broken ice in the fairway. The oil is in the same area where the accident happened. The most of the oil pollutes also the fairways towards Oulu during the towing.

The VTS center alerts Finnish Environment Institute’s (SYKE) pollution response duty officer. Duty officer decides to dispatch two Finnish governmental oil response vessels: Louhi (Navy), Turva (Coast Guard), Ahto and Seili.

SYKE sent the support request to the Swedish Coast Guard and KBV 181 came from Sweden.

SYKE duty officer alerts also the Regional Rescue Services of Lapland.

SOSC OILRECOVERY PLAN

Intention

1st phase

Louhi and KBV 181 will execute oil recovery in fairway and Turva will execute recový activities and recon the oil in the area using drone.

After 1st phase is completed and surveillance flight is conducted, SOSC will make decision to proceed to the 2nd phase.

2nd phase

Louhi and KBV 181 will execute oil recovery in new area. The new area will be confirmed after surveillance flight and possible new information from Turva.

Other option is to continue phase 1 if oil slick drifts has not occurred.

Turva will have readiness to receive recovered oil.

Bothnia VTS will guide merchant vessels to Oulu and restrict inbound and outbound traffic from Oulu port

Wednesday March 7th

  • 0800- Units departure from Oulu
  • 0915 Turva strated recon and oilrecovery
  • 0950 KBV 181 started oilrecovery operation
  • 1000 Louhi started oilrecovery operation
  • 1100-1130 Surveyflight over the area
  • 1130-1230 STS VL Turva & KBV 181
  • 1230-1300 Recovery activities
  • 1300 End of the exercise
  • 1400 Ships arrive at the Port of Oulu

SITUATION AWARENESS

  • Louhi used her own systems to gather information of the situation on scene
  • Situation Awareness System BORIS was used to support SOSC’s situation awareness during the exercise o/b Louhi.
  • Surveillance flights (Drone and Coast guard Dornier) provided aerial pictures and coordinates of the oil slick for SOSC
  • Turva sent recon information for SOSC

CONCLUSION OF THE EXERCISE

  • Mount of recovered oil: 80 m3
  • Using BORIS gave a good opportunity to get experience of the system and to develop operators skills
  • Testing of the Arctic Oil recovery systems gave good experience and ideas to improve each system
  • Surveillance flight by Drone
  • new situation awareness system testing. It is another way to share information
  • All in all exercise was conducted fluently
