Elaboration of the National Air Pollution Control Programme (NAPCP) 2030 (ISO 2030)

The aim of the project is to prepare Finland’s National Air Pollution Control Programme (NAPCP) 2030 in order to reduce the negative health and environmental impacts caused by air pollution. The National Emission Ceilings Directive (NECD, 2016/2284/EU) requires each member state to prepare a NAPCP. The Ministry of Environment and the Finnish Environment Institute SYKE are responsible for preparing the programme and are supported by a working group representing a broad range of stakeholders. The Finnish Environment Institute SYKE is also responsible for producing data on emissions of pollutants (NOx, SO2, NH3, NMVOC, PM2,5, BC, CH4), preparing emission projections, and content related to black carbon and methane.

The National Air Pollution Control Programme 2030 describes the national policy objectives and priorities for the programme, progress made in reducing air pollution from 1990 - 2016 and projected development of emissions, air quality and health and environmental impacts through 2030 considering different policy options.
