Mitigation policies, as they currently stand, are insufficient to deal with the levels of climate change projected, and adaptation measures will be critical. Climate change adaptation policies need to address physical impacts, but are subject to social, political and spatial considerations. Also, in Europe, implementation challenges are expected to arise in relation to legitimacy of decision making, solidarity and social justice. Social and spatial inequalities threaten the implementation of climate change adaptation policies and the equitable involvement of affected citizens. This is particularly true for floods, which are the most prevalent natural hazard in Europe. Flood risk is expected to increase significantly due changes in climate and socio-economic factors. It is critical to understand how these injustices occur, who is advantaged or disadvantaged, and in what manner and how inequalities are addressed in existing policies. This enables developing and implementing future adaptation policies as socially acceptable and just. We will evaluate the design of (policy) instruments, local governance and implementation of on-going projects.
The project framework builds on empirical research using two case studies per country. The consortium explores innovative outreach activities such as video and artistic production in support of end-user participation.
