Privacy notice on the processing of personal data in and relating to the Decarbon-Home -consortium

This privacy notice contains the information to be provided to the data subject in accordance with the General Data Protection Regulation (EU 2016/679) of the European Parliament and the of the Council. This notice states how the organizations that are a part of the consortium gather, use, disclose and store personal information.

Reason for processing

We process your personal data to perform a task carried out in the public interest (scientific research) (point (e) of paragraph 1 of article 6 in the General Data Protection Regulation).

Personal data collected and the purposes of their processing

The personal data collected through the survey are the background information of the participants, e.g., gender, year of birth, type of housing, level of education, occupational status, size of the household and the total monthly household income. Such data are collected directly from the participants in the survey. Taking part in the survey is voluntary. A random sample is selected from the population records of the Digital and Population Data Services Agency in order to send and carry out the survey. The sample contains the following information: name, address, home municipality, year of birth, gender, size of the household, language, building code and the coordinates of the residential building.

We use the personal data to perform research in the Decarbon-Home-consortium. The survey is managed with a web-based Webropol program. The material is stored and analysed electronically. The material is handled so that individual respondents cannot be identified from the results.

Based on the personal data collected no decisions based on automated individual decision-making or profiling will be made.

Based on the survey data, the survey can be connected to other research materials. These are the real estate information contained in the Population Information System of the Digital and Population Data Services Agency and the spatial data-based classifications of the Finnish Environmental Institute and the University of Helsinki.

For those wishing to participate to the citizen panel, the survey collects name information, phone number and/or email address, that are used for the sole purpose of performing the participation draw and contacting the selected participants. Participation in the citizen panel is voluntary.

The survey contains a lottery draw. For those wishing to participate, the survey collects name information, phone number and/or email address, that are used for the sole purpose of performing the draw and contacting those who win the draw. Participation in the draw is voluntary.

Sources of personal data

The data is acquired from the survey (the information the participant gives) and from the random sample of the Population Information System of the Digital and Population Data Services Agency.

Receivers of personal data

People working with the survey in the Decarbon-Home consortium in SYKE, the University of Helsinki, the University of Vaasa and LUKE.

In addition, the joint registrar can provide or transfer the responses to the survey with personal data to the researchers working with the survey in the Decarbon-Home consortium that are research partners (Tallinn University of Technology) in the Decarbon-Home consortium. The research partners are processors of personal data in accordance with the General Data Protection Regulation, who will follow the instructions provided by the joint registrar in processing personal data.

The ICT service providers outside the joint registrar are processors of personal data. Agreements are in force with them in accordance with article 28 of the General Data Protection Regulation. In addition, processors comply with the instructions of the joint registrar in processing the personal data.

Personal data will not be transferred or provided to any external entity outside the European Union or the European Economic Area.

Protection of personal data

The joint registrar has taken the necessary technical and organizational measures for the protection of personal data and requires them from all service providers it contracts.

Storage of personal data

After the research has been completed the address and personal data acquired from the Digital and Population Data Services Agency and the personal data relating to the survey draw will be deleted or destroyed.

The personal data collected with the survey will be stored for the time deemed necessary by the joint registrar to fulfil the processing purposes stated in this privacy notice and to carry out any scientific research the research material merits. According to the filing plan, personal data will be deleted no later than ten years after the end of the research project.

Data protection rights concerning the processing personal data

You have the right to know to what purposes and in which ways we will process your personal data. In this privacy notice, we strive to give a comprehensive picture of the processing of personal data in the research activities of the Decarbon-Home consortium. If a part of the implemented processing of personal data remains unclear, you can pose specifying questions by contacting our contact person.

If the personal data that we process concerning you are erroneous, you can ask us to rectify inaccurate or incorrect information. In addition, you have the right to object to the processing of your personal data at any time based on your personal, special circumstances.

Once registered you have the right to file a complaint to a supervisory authority.
