Canemure, the Towards Carbon Neutral Municipalities and Regions -project implements practical measures for climate change mitigation during a six year period, from 2018 to 2024. Alongside practical climate action, the project will build capacity, create cooperation networks and spread good practices throughout Finland. The Canemure consortium consists of 21 partners: cities and municipal organisations, research institutions and companies. The total budget for the project is 15.3 million euros. A large part of the funding (9.1 million euros) is granted by the EU Life Programme. The project is coordinated by the Finnish Environment Institute.

The project brings into practice Finnish climate policy, focusing on the policies of the National Energy and Climate Strategy (NECS) and the Medium-term Climate Change Policy Plan (MTCCPP) in particular. Finland's target for the Effort Sharing sectors (those outside the Emissions Trading System) in the EU climate and energy framework, is a 39% reduction in greenhouse gas emissions by 2030 compared to 2005.

The aim of the Canemure-project is to promote smart low-carbon transport, increase the production of decentralised renewable energy and improve the energy efficiency of buildings. In addition, support is provided for climate sustainable urban planning processes and conditions created for low-carbon production and consumption. The project also promotes the implementation of climate strategy in agriculture and forestry, especially in peatlands. The Canemure-project includes 14 sub-projects carried out by project partners, each producing concrete actions and results for climate change mitigation and adaptation.

Regional stakeholder cooperation

The activities of the Canemure-project are centred in seven Finnish regions: North Ostrobothnia, Pirkanmaa, Päijät-Häme, Satakunta, South Karelia, Southwest Finland and Uusimaa. Regional cooperation groups, consisting of key stakeholders, will produce roadmaps for climate change mitigation for each region. Additionally, the groups will catalyse new concrete actions and R&D projects and initiatives in the regions and encourage local businesses, residents and municipalities to create and uptake new sustainable practices. The regional groups work closely together with the employed coordinator.

The Canemure-project catalyses concrete actions for climate change mitigation and promotes regional climate work while supporting forerunner networks and concrete measures through expert guidance.

Information and tools from the Expert Platform

The Finnish Environment Institute (Syke), Tampere University, The Natural Resources Institute Finland and the Finnish Meteorological Institute together form the Canemure Expert Platform, which produces information and develops applicable tools for climate change mitigation for different stakeholders. The Expert Platform disseminates good practices in climate change mitigation both nationally and internationally. In addition, the platform assesses the climate impacts of different actions, reports on project results and supports concrete measures and the climate work of municipalities and the regional cooperation groups through expert guidance.
