Identification of Priority Measures to Reduce Eutrophication from North-West Russia into the Gulf of Finland (PRIMER)

Project Description

To improve the environmental situation of the Gulf of Finland and the Baltic Sea, it is necessary to develop and implement a joint program of measures needed for pre­venting or limiting the water pollution in the Neva-Ladoga catchment area. Such a programme will include analyses of the impact of various pollution sources on the Gulf of Finland, identification of the priority polluters, taking into account further de­velopment of the region, identification of the measures to reduce pollution loads and development of a concrete action plan, including assessment of economic and eco­logical cost-efficiency.

The overall objective of the whole study was a prioritised, cost effective and feasible programme of measures, both investments and institutional actions, to improve the water quality in the Neva River and the Gulf of Finland by reducing nutrient pollution from the catchment area, excluding St. Petersburg. The components of the study were:

  • Baseline study for the identification of the main sources of present nutrient pollution load into the Gulf of Finland;
  • Sssessment of the future development of nutrient loading;
  • Preliminary assessment of the impact of the main pollution sources on the water quality of the Neva River and the Gulf of Finland;
  • nalysis on cost effectiveness and environmental efficiency of measures aimed at the reduction of eutrophication of the Gulf of Finland;
  • Preliminary action plan for prioritised cost effective investments and feasible administrative measures to reduce and control eutrophication in the Gulf of Finland.

  • Review of relevant available data and information on nutrient pollution load, and assessment of the reliability and logical consistency of the data;
  • Collection of additional data and information from relevant sources;
  • Compilation of data in formats suitable for further utilisation and processing under the following components of the overall study;
  • resentation of results.
