Banks of fluorinated greenhouse gases and ozone depleting substances

The study estimated the amounts of ozone depleting substances and climate-warming F-gases in used and decommissioned appliances and structures, i.e. ”gas banks”, as well as the emissions from them in Finland, described legislation and obligations related to gas banks and discusses recycling and reclamation of substances globally.

The study estimated the amounts of ozone depleting substances and climate- warming F-gases in used and decommisioned appliances and structures, i.e. ”gas banks”, as well as the emissions from them.

The size of gas banks and the emissions from them were estimated by sector. In addition, a rough mass balance analysis was carried out, on the basis of which it was found that a surprisingly small amount of substances are destroyed annually in Finland. In the future, it would be important to investigate in more detail the accumulation and retention of substances in gas banks, as well as the amounts recycled, reclaimed and destroyed.

The report describes the existing legislation and obligations related to gas banks and clarifies the need for additional guidelines for the implementation of the legislation.

Based on an international review, the recycling and reclamation of substances and the prevention of leaks from equipment are insufficient in most countries. It would be important to make these obligations applicable to all countries and to some extent eligible for financing for developing countries through the Multilateral Fund for Protection of the Ozone Layer.

In the near future, there will be worldwide demand for expertise in life-cycle management of substances passing through gas banks and the development of business models.
