Producing land cover and land use data in CORINE Land Cover 2024 project

In the Corine Land Cover 2024 project, geospatial data sets will be produced for land use and land cover, as well as changes in land cover between 2018 and 2024.

Background and objectives


Europe-wide CORINE projects have been carried out five times before the 2024 project: in the early 1990s, in 2000, in 2006, in 2012, and in 2018. Finland did not participate in the first project but took part in the projects of 2000, 2006, 2012, and 2018.

In Finland, the goal is to produce an updated dataset for national use that is of higher spatial resolution than the European dataset, as well as changes in land cover compared to the previous Corine Land Cover 2018 dataset. In addition to the national dataset, we will also produce vector datasets in accordance with the requirements of the European Environment Agency (EEA) for both land cover and land use, and changes in land cover.

Data and Methods


In most of the countries participating in the project, the data updates have been done through visual interpretation of satellite images. In Finland, Corine Land Cover datasets are produced by combining land cover information automatically interpreted from satellite images with existing geospatial datasets describing land use and soil. Changes between 2018 and 2024 are mainly produced by comparing the geospatial datasets used as baseline data for 2018 with the corresponding datasets for 2024, as well as by comparing satellite images from different times. The project utilizes Sentinel-2 satellite image mosaics created at Syke.

In the production of the datasets, open GIS datasets describing land use and land cover are being used from the National Land Survey of Finland, the Finnish Food Authority, the Digital and Population Data Services Agency, the Finnish Transport Infrastructure Agency, and the Natural Resources Institute Finland.

Results


Following datasets will be produced in the project:

  • Raster-format national geospatial database (Corine land cover 2024 (20 m))
  • Raster-format national change dataset (Corine land cover changes 2018-2024 (0.5 ha))
  • Vector-format geospatial database (Corine land cover 2024 (EU 25 ha))
  • Vector-format change dataset (Corine land cover changes 2018-2024 (EU 5 ha))

The datasets will be shared openly on Syke's website. The vector datasets of the countries participating in the Corine Land Cover 2024 project (both Corine land cover 2024 (EU 25 ha) and Corine land cover changes 2018-2024 (EU 5 ha)) will be combined into a geospatial database describing European land cover at the EEA.
